The Office of the Comptroller

Accounts Payable is the unit within the Comptroller’s Department that is responsible for payments to vendors for goods and services provided to the University through purchase orders and other means. University funds for these expenditures are disbursed in compliance with University policies and governmental rules and regulations.

We also provide information and training to members of the University community to help them effectively manage payment and invoice-related functions. Records of paid transactions are maintained for internal and external auditors. 

The Cashier's Office is located in the basement of the Shepard Administration Building. Its operating hours are from 8:30 a.m. to 4 p.m., Monday through Friday.

The Capital Assets Office has been delegated the following responsibilities:

• Recording all property transactions
• Accounting for the University's personal property by monitoring the attaching of barcodes and validating with each department annually
• Making an analysis of equipment records for fiscal year audits
• Documenting location and book values in the event of fire loss
• Maintaining an inventory of all University historic properties, including furniture, portraits, and other objects of art
• Evaluating year-end physical inventory procedures for expendable inventory items for all University units
• Verifying computations and approving adjustments to expendable inventory for fiscal years

The office of Capital Assets is located in room 203 of the Shepard Administration Building. The office operates on the University calendar, and its normal business hours are Monday through Friday, 8 a.m. to 5 p.m.

In keeping with the university’s motto, “Truth and Service,” the Financial Reporting Office at NC Central University is committed to providing accurate, thorough and timely financial information in accordance with generally accepted accounting principles to meet the needs of all stakeholders, including federal governmental bodies, accrediting agencies, state governmental bodies, bondholders, board of trustee members, senior management, campus departments, students and citizens.

The Student Accounting Department is a unit within the Comptroller’s Office that provides financial accounting and management reporting for the university.  Student Accounting plays a major role in registration and in reconciling student accounts receivable for the University.

NCCU’s travel policy and guidelines apply to University employees or other persons traveling on behalf of the University on documented official University business.

Travel policies and procedures at NCCU require compliance with state policy, state law, and federal law. To ensure sound business practices and proper reporting, travel expenses must comply with external regulations and tax regulations under the Internal Revenue Code.

Employees who authorize travel, make travel arrangements, process travel documents, or have signature authority on accounts providing funds for travel should read and understand this policy. Each traveler is responsible for understanding this policy before planning and commencing travel for the University. Travelers must complete and submit appropriate forms in a timely and accurate fashion, accompanied by sufficient documentary evidence (disclosing who, what, when, where, why and how much) demonstrating expenses are reasonable and have a University business connection.

Understanding travel is essential to the teaching, research, and overall mission of the University. NCCU is committed to meeting the needs of the traveler by paying for reasonable business expenses actually incurred by the traveler that are not paid by another party.
