This guide will assist in performing a Change Request to an existing Purchase Order.  This action is required when there are any revisions to the original purchase order, such as total cost, number of items ordered, and/or when an invoice needing payment does not match the original purchase order. 

The Waiver of Competition Form is used to request approval to purchase goods or services without obtaining the required level of competition. Approval of this request is not guaranteed and must be fully justified in accordance with North Carolina procurement regulations, University policies, and applicable purchasing requirements.

It applies to all university departments, employees, and authorized fund holders who request payments, engage vendors, or facilitate events supported by Foundation accounts.
