Motor Fleet Services

North Carolina Central Transportation and Motor Fleet Services serves as the central administrator for University-owned vehicles and NC Motor Fleet leased vehicles. The agency fleet coordinator manages over 40 NC Motor Fleet leased vehicles, pooling vehicle resources to Facilities Services and campus customers. Administrative responsibilities include the following:

  • Collecting and entering NC Motor Fleet vehicle logs into a state-wide system for monthly billing
  • Fleet policy development
  • Auditing vehicle usage to ensure compliance with NC Motor Fleet policies and procedures
  • Implementation of strategic initiatives
  • Operating central equipment and vehicle pools
  • Responding to the State Department of Administration on citizen vehicle complaints
  • Managing the state-required vehicle exemption process
  • Recommendations and assistance for the replacement and purchasing of campus vehicles and equipment
  • Customer billing for all fleet-related vehicles
  • Managing and auditing all State Fuel Cards and University WEX fuel cards and fuel card usage

The N.C. Motor Fleet Management Division provides passenger vehicles to state agencies for use by employees in the performance of their duties. Fleet Services serves as the University liaison with Motor Fleet Management and provides administrative support for vehicles assigned to the University and its staff. All vehicles assigned to

The Motor Fleet Management (MFM) rate model allows for vehicle expenses to be accurately captured and for savings to be passed on to state agencies:

  • Motor Fleet Management charges a fixed monthly lease fee based on vehicle class, which includes a monthly usage allowance of 1,050 miles.
  • The monthly lease fee includes vehicle replacement costs, insurance, and operating expenses except for fuel.
  • Vehicles are charged a per-mile rate for mileage exceeding the 1,050-mile base allowance. 
  • Total monthly fuel purchases made using the WEX Fuel Card or at the University Service Station are billed as a separate line item. All vehicles are assigned a fuel card, and approved drivers are assigned a four-digit fuel PIN. To request a fuel card or driver PIN, please contact the Transportation Dispatch Office for more information. 

Our state-owned vehicles shall be driven only by university employees and used exclusively for official state and university business. Other vehicles operate under NC Motor Fleet Regulations. These vehicles can be driven by any licensed state employee, provided they are used exclusively for official state and university business.  There is a .50/mile charge for the MFM vehicles. Funds are encumbered through the Travel Department and deposited into an MO account for payment.

All drivers must possess a valid driver’s license issued within the United States.

All reservations must be made by submitting the reservation form at least 14 business days before the reservation date.

Cancellations must be made 24 hours in advance to avoid a cancellation fee. Departments that do not cancel within the designated time period will be charged the minimum daily fee for that vehicle.
