North Carolina Central University (NCCU), Department of Criminal Justice, announces the formal appointments of Dr. Michael Tucker and Dr. Claude Maye to distinguished fellowships at the Institute for Homeland Security and Emergency Management (IHSEM). These appointments recognize their exceptional leadership, scholarship, and service — qualities that exemplify the mission and vision of both NCCU and IHSEM.

Dr. Michael Tucker: Senior Fellow, IHSEM

Dr. Michael Tucker has been appointed as a senior fellow at the Institute for Homeland Security and Emergency Management in recognition of his outstanding academic contributions, leadership, and dedicated service to the field of homeland security.

As an assistant professor of criminal justice at NCCU, Dr. Tucker brings to IHSEM an impressive record of scholarship and professional experience. His recent and forthcoming publications, including "The Correlates of Right-Wing Extremism" (Ethics International Press, 2024) and "The Evolution of American Extremism" (Perspectives in Terrorism, 2025), highlight his leadership in advancing research on emerging threats to national and domestic security.

Beyond academia, Dr. Tucker’s three decades of distinguished service in law enforcement and federal security underscore his lifelong commitment to public safety and institutional integrity. He has served as a lieutenant with the Passaic County Sheriff’s Office and as a federal security inspector with the U.S. Department of Homeland Security, roles through which he has contributed significantly to operational readiness and national resilience.

Dr. Tucker holds a Master of Arts (M.A.) in Homeland Security from American Military University (2016) and a Doctor of Philosophy (Ph.D.) in Criminal Justice: Homeland Security from Liberty University (2022). His combined academic and professional accomplishments continue to strengthen IHSEM’s mission to promote innovation, preparedness, and security in an increasingly complex global environment.

Dr. Claude Maye: Research Fellow, IHSEM

Dr. Claude Maye has been appointed as a research fellow at the Institute for Homeland Security and Emergency Management (IHSEM) in recognition of his exemplary leadership, distinguished academic record, and lifelong dedication to advancing the field of criminal justice — particularly in correctional administration and research.

As an assistant professor of criminal justice at NCCU, Dr. Maye brings to IHSEM a wealth of professional experience and scholarly insight. His career in correctional administration includes notable service as warden of the United States Penitentiary in Leavenworth, Kansas, and the South Bay Correctional and Rehabilitation Facility in Florida. His leadership in these roles reflects his profound expertise in correctional management, institutional leadership, and public service.

A proud alumnus of North Carolina Central University, Dr. Maye earned his Bachelor of Arts (B.A., 1990) and Master of Science (M.S., 1993) degrees in Criminal Justice, both conferred with highest honors. In 2024, he completed the Doctor of Criminal Justice (D.C.J.) degree at Pennsylvania Western University, also with highest honors. His scholarly and professional achievements continue to enrich NCCU’s academic community and advance evidence-based practices that strengthen the integrity and effectiveness of the criminal justice system.
