NCCU Institute for Homeland Security and Emergency Management Launches WebEOC and AI Emergency Management Training Program

North Carolina Central University (NCCU), Institute for Homeland Security and Emergency Management (IHSEM) has launched an innovative WebEOC training program for undergraduate and graduate students beginning Spring 2026. Designed to prepare students for active roles in Emergency Operations Centers (EOC) and Incident Command (IC) environments, the program emphasizes competency-based, hands-on learning. Over an intensive six-week period, students will participate in weekly sessions focused on situation reporting, resource management, task tracking, and interagency communication, while engaging in immersive simulations based on real-world disaster scenarios such as hurricanes, chemical spills, and cyberattacks.

The multi-phase program integrates industry-standard emergency management practices with advanced technology, including the WebEOC platform and the Juvare AI Assistant (JAI). Students will gain practical experience using generative AI, GIS mapping, and Social Vulnerability Index (SVI) data to support informed and equitable decision-making during disasters. Training is structured around nationally recognized Emergency Operations Center, Incident Command, and Emergency Support Function (ESF) frameworks, aligning on-hands instruction with the operational realities of local, state, and federal response agencies.

By the conclusion of the program, participating students will have developed strong technical proficiency, critical thinking, and leadership skills essential for emergency management and public safety careers. Successful participants will be eligible to earn a WebEOC certificate, validating their readiness to support coordinated, real-time emergency response operations. This initiative strengthens NCCU’s commitment to experiential learning, workforce development, and preparing students for impactful careers in homeland security, emergency management, and disaster resilience.
