Appointment of Dr. Julian Muhammad as Interim Director, NCCU Institute for Homeland Security and Emergency Management

Dr. Julian Muhammad has been appointed interim director of the Institute for Homeland Security and Emergency Management (IHSEM) in the Department of Criminal Justice at North Carolina Central University. He brings a distinguished record of scholarship, leadership, and applied expertise in homeland security, emergency management, disaster telemedicine, and instructional design. 

Dr. Muhammad is a recognized expert in federal frameworks such as the National Response Framework (NRF), National Incident Management System (NIMS), and Homeland Security Presidential Directives, as well as International Organization for Standardization (ISO) standards for risk management and hazard mitigation. His extensive background spans academia, government, and the private sector, including leadership roles in national security, emergency preparedness, and project management.

As an assistant professor of criminal justice, Dr. Muhammad has provided mentorship and research leadership in emergency management and disaster resilience studies. He holds a Ph.D. in Political Science from Howard University, with additional credentials in project management, cybersecurity, and emergency management. In his new role, Dr. Muhammad will provide strategic leadership for IHSEM’s academic programs, research, and community initiatives — advancing the institute’s mission to prepare leaders for careers in homeland security and emergency management.
